Thank you. I'm Alex Trandafir, a climate risk practitioner from Oradea, in western Romania. I have an MSc in Climate Change Science and Management from Loughborough, I'm finishing a second one in Applied Meteorology, and for the last three years I've worked on flood and extreme-weather risk to infrastructure: first flood and urban heat assessments for 14 infrastructure projects, now through my own practice, with the UK Lawn Tennis Association and with Oradea municipality.

The Oradea project is the reason I applied for this topic. I'm building a model of the economic impact of severe storms at city scale, and I ran straight into the problem this PhD addresses. The hazard resolves at street level, but the economic data you need to value service disruption and business interruption exist at much coarser scales. In consultancy I can work around that to meet a deadline. I can't solve it properly.

My proposal builds a climate-conditioned chain from rainfall to monetised risk for the Monza e Brianza drainage system, in four steps. First, hazard: take the existing hydrological and hydraulic baseline and condition it on projected changes in sub-daily extreme rainfall, using EURO-CORDEX and the convection-permitting ensembles over the Alps, and keep the ensemble spread all the way through. Second, direct damage with depth-dependent models built for Italy, such as INSYDE, instead of binary vulnerability. Third, the core: extending the graph-based approach developed here at IUSS so that indirect impacts are expressed in euros and over time, using establishment-level data in the spirit of the input-output work by Di Noia and colleagues, but at drainage-network scale. That gives risk curves, expected annual losses and a ranking of where the system is critical. Fourth, adaptation options co-defined with BrianzAcque, from storage tanks to distributed sustainable drainage, compared on avoided losses against cost and tested for robustness across climate scenarios.

What I want to end up with is something BrianzAcque can actually use: where the system is critical, how that changes by mid-century, and which investments pay off under which futures.

Why a PhD now? You already have a career.

Because the questions I find most interesting are the ones I can't answer properly in consultancy. With a client I deliver an estimate by a deadline and move on. Here the problem is the method itself: how to value service disruption at the scale where the hazard happens. That needs three years and a group that has already built half of it. I also want my work to end up in the literature, not only in client reports.

Your background is climate science and geography, not civil engineering. Why you?

The call asks for hydraulic modelling, climate projections, GIS, programming and an interest in socio-economic impacts. I'm strongest on the last four: I've worked with CMIP6 and CORDEX projections, ERA5, GIS and Python pipelines in paid projects, and I'm building an economic-impact model with a municipality right now. On hydraulics I did a year of 2D flood modelling at Loughborough and flood hazard work in consultancy, but I haven't built a sewer model, and I'd use the first months to get fluent with the existing one. The contribution of this project is in the climate and economic parts, and that's where I'm ahead.

Why Italy, why IUSS?

Because the group that built the graph approach and the input-output model is here, and the project is co-funded by the operator, so the data and the questions are real. And I like Italy a lot. I'd want to live there anyway.

This is a full-time programme. What happens to your consultancy?

I understand it's full-time and that other work is only allowed occasionally, within the School's rules. I'm planning to step back from consultancy before November and close or hand over current projects. If anything remained, I'd ask for authorisation as the regulation requires.

Your letter mentions convection-permitting as your second choice, but you selected Beta.07.

The convection-permitting topic was in the Alpha curriculum, and the form allowed only one curriculum, so I couldn't select it. Within Beta, my second choice is Beta.07 in Bolzano, the alpine flood topic.

How is your Italian?

Elementary, A2. I'm studying and I'd take a course from the first month. Romanian helps a lot with reading technical Italian, and I know meetings with BrianzAcque and the municipalities will need it.

Where would you spend the six months abroad?

I'd decide it with my supervisor, depending on which part needs strengthening. For the climate side, a group working on convection-permitting projections. For the economic side, a group on pluvial risk economics, like DTU in Copenhagen, where the Zhou et al. framework comes from, or the IVM in Amsterdam on indirect impacts.

Tell us about the Oradea model. What have you found?

What is new compared to what our group has already done?

Three things. The graph work, Mexico City in 2020 and Monza in 2021, measures indirect impacts in nodes and services, with binary vulnerability, under the current climate. I'd add depth-dependent damage, indirect losses valued in euros and over time, and a hazard conditioned on future rainfall. Then I'd use that chain to compare adaptation measures on the drainage network. The input-output model by Di Noia and colleagues does value business interruption, but for riverine floods at inter-regional scale. Doing it for pluvial flooding at the scale of a sewer network is the gap.

Did you see our 2021 paper on Monza's resilience?

Yes. It adds weighted links and redundancy, so an impacted node can switch to another provider, and it measures resilience as the area between the static and the adaptive risk curves. That covers recovery through redundancy. What's still open is the cost of the time a service is down, and how all of this changes with future rainfall. My temporal dimension would sit on top of that redundancy logic.

If you could only do one thing, what would it be?

Monetising indirect losses at the scale of the drainage network, WP3. The other parts exist in some form. That one would change how BrianzAcque compares investments.

How exactly will you bring climate projections into the hazard?

LSPP (linee segnalatrici di possibilità pluviometrica) is the Italian name for DDF curves. Use the term once; it shows you know the local context.

Start from the observed depth-duration-frequency curves; in Lombardy those are the LSPP curves from ARPA Lombardia. From the ensemble, compute change factors for rainfall extremes at the durations and return periods that matter, between a reference period and future horizons, for example 2041-2070 and 2071-2100 under two scenarios. For sub-daily durations I'd rely on the convection-permitting runs, because 12-kilometre models with parameterised convection underestimate hourly extremes. Apply the factors to the curves, build design storms, for example Chicago hyetographs as in the Mexico City study, run them through the existing model, and get depth maps per return period and scenario.

Why change factors and not the model rainfall directly?

Because the hydraulic baseline is built on observed rainfall. Change factors keep that and take only the climate signal from the model, not its bias. The weakness is that they assume the model gets the relative change right and that storm shape stays the same. If there's time, a weather generator conditioned on the convection-permitting runs would be the next step.

How much should sub-daily rainfall increase, physically?

About 7% more moisture per degree of warming, from Clausius-Clapeyron. For hourly convective extremes, observations and convection-permitting models often show more than that, up to about double, because of stronger updrafts and feedbacks inside the storm. That's why sub-daily extremes matter more for urban drainage than daily totals.

How do you handle uncertainty?

Keep the ensemble members separate through the whole chain instead of averaging at the start, so each loss estimate has a range. The other big sources are the damage functions and the economic values, so I'd treat those probabilistically too; INSYDE already is. At the end I want to be able to say which source of uncertainty dominates the EAL.

How do you compute expected annual losses?

Compute the loss for each simulated return period and plot it against annual exceedance probability, one over the return period. EAL is the area under that curve, approximated with the trapezoidal rule between events, plus assumptions at the tails: a threshold below which there's no damage, and how you treat events rarer than the rarest one simulated. With too few return periods it's biased, so I'd use at least six or seven, like 2 to 500 years in the Mexico City study.

The area under the curve is the EAL, here about €0.75 million a year. Each vertical slice is one trapezoid of the formula. How will you turn a disrupted node into euros?

For businesses, ISTAT's ASIA local units are georeferenced, with sector and employees. For each establishment that is flooded or cut off from a service, estimate downtime from water depth or from how long the service is lost, as Di Noia and colleagues do with HAZUS restoration times, and value the lost output with sectoral value added per employee. For public services, duration times a unit value: lost school or hospital days, and travel delays on roads using depth-disruption functions. Losses that leak outside the province go into the input-output model as a shock.

Isn't there a risk of double counting?

Yes. Physical damage to a firm and its business interruption are separate, but if the input-output step counts the same direct output loss again, it's counted twice. So I'd keep four separate accounts: physical damage, direct business interruption, service disruption, and higher-order losses from the input-output model, and only add the higher-order part on top.

How will you validate the results?

Hazard against flooding reports and BrianzAcque's records, and against past events documented with photos or news. Damage against compensation records from past events in Lombardy, if they're accessible. Indirect losses are the hardest to validate, so there I'd rely on sensitivity analysis and plausibility checks against what was reported after real events.

What do you need from BrianzAcque?

The existing model and network data, the rainfall used to calibrate it, flooding reports for validation, and their planned interventions with costs. And their operational knowledge of where the system actually fails, which is often not where the model says.

Which adaptation measures would you test?

The ones BrianzAcque actually uses or plans: detention tanks, the vasche volano, of which they've built about a dozen and plan many more; conveyance upgrades; distributed sustainable drainage and de-sealing, in line with Lombardy's hydraulic invariance rules; and operational measures like maintenance and early warning. Each one is compared on avoided EAL, direct and indirect, against its cost.

What do you mean by robust, and by adaptation pathways?

Robust means a measure that performs acceptably across the whole ensemble, not just on the median scenario. Pathways means sequencing: start with measures that pay off in any scenario, and identify tipping points, the amount of rainfall change at which the current option stops meeting the target, so you know when the next investment is needed.

Is this doable in three years?

The hazard baseline already exists, which is what makes it feasible. If time gets tight, the first thing I'd drop is the inter-regional input-output coupling in WP3. The core is the climate-conditioned hazard, monetised losses at urban scale and the comparison of adaptation measures.

What would you do in the first six months?

Get fluent with the existing model and data, set up the climate change factors, and aim for a first paper on how projected sub-daily rainfall changes the flood hazard in Monza. That's the fastest publishable result.

Why would you fit Beta.07?

It's the same chain in a different setting: how climate change alters flood hazard, here in alpine catchments where short intense rainfall is increasing and peak discharge grows faster than precipitation. I've done 2D flood modelling, I work in Python, and I've worked with public authorities on flood-affected communities in Bihor. I'd need to learn BASEMENT or Flow-2D, which is the kind of tool I pick up quickly. And South Tyrol works largely in German, which I speak at B1.

How would you handle bridge and driftwood clogging?

I haven't worked on it directly, but I'd treat clogging as scenarios in the 2D model: different blockage ratios at critical bridges and narrow sections, with probabilities informed by past events and by the literature on large wood transport. The key output is how much the flooded area and the risk change when clogging is included, compared with the clear-channel runs that models usually assume.

What role do nature-based solutions play?

Mainly slowing runoff and increasing storage upstream: retention areas, floodplain reconnection, land cover that holds water longer. The question I'd want to answer is how much they reduce peak discharge under future rainfall, compared with and combined with grey measures. That's close to the adaptation appraisal in my Beta.01 proposal.
